How We Help
DESIGN PHASE
Continuous coordination with project Architect. Represent your vision by monitoring and coordinating with your design team.
Stringent review of design documents. Ensure that all your design criteria, budget objectives, constructibility, value engineering opportunities, and schedule requirements are in adherence to your design documents.
Governmental coordination. Audit the submission of design documents by the Architect/contractor to governmental agencies to make sure you acquire appropriate construction permits.
CONSTRUCTION PHASE
Secure competitive bids. Solicit and analyze bids or proposals for construction work and provide honest and informed recommendations to you.
Changes audit. Monitor the construction contractor’s preparation of periodic cost estimates on design development documents and construction documents. Review, analyze, and make recommendations on all change orders.
Rigorous inspections. Monitor the progress and completion of work throughout the life of the project.
Final acceptance. Ensure all requirements in the scope of your project have been met. We’ll make recommendations on final payment for professional and construction services.
COST MANAGEMENT
Invoice analysis. Based on our decades of experience, we’ll recommend your approval or denial of invoices for both professional and construction services to make sure you don’t pay for any more or any less than what you need.
Fine print oversight. Review the terms and conditions of contracts, change orders, and purchase orders for the project.
Pre-payment check. Before you pay, we’ll review all submissions for payment to verify that they are fully and properly substantiated and in accordance with all terms and conditions of the project documents. We verify the mathematical accuracy of all submissions.
POST PROJECT
We don’t disappear after the project is complete. We’re here to assist you with any and all future construction requirements, including (but not limited to) residency modifications, electrical and mechanical additions or improvements, and energy-saving considerations.

Jerry W. Cheeseman
Owner and Founder
Jerry Cheeseman created RSM Construction Management, Inc. after working for Cushman & Wakefield's Ft. Lauderdale office for seven years, serving as the facilities manager for American Express's one million square foot facility. Mr. Cheeseman also managed the 160,000 square foot "Class A" Boca Colonnade building, along with several other Boca Raton facilities. He managed bidding, selecting, and supervising construction projects such as tenant improvements, capital retrofits, and build-to-suit projects.
Prior to these roles, Mr. Cheeseman spent 24 years with the IBM Corporation in the facilities, engineering, and construction departments for IBM complexes in Boca Raton, FL, and Rochester, MN. During this time, he supervised the construction of over $120 million in administrative, development, and manufacturing buildings.
Mr. Cheeseman served the U.S. Air Force on both active and reserve duty for 28 years. He served as an Air Force Construction Squadron Commander, supervising military and civilian tradesman and personnel in engineering & construction assignments, both stateside and overseas. During Desert Storm, he served as the Squadron Commander of a 200-man engineering and construction unit in Saudi Arabia.
Mr. Cheeseman holds a degree in Civil Engineering from Penn State University and is a Registered Professional Engineer (Civil/Structural) in South Florida.
“RSM” is a nod to his three children, Rick, Shannon, and Marc. He and his wife, Georgia, have been Delray staples since 1976.
